Facts first: Paying voters is illegal under California and federal law and can bring criminal charges. Eligible voters (homeless included) voting legally is not the crime—the payments are.
Changing who advances (Raman over Pratt) or results demands proving the illegal votes were decisive enough to flip the outcome, plus a successful court challenge. Courts set a very high bar to preserve stability. Evidence, not claims, decides it.
