It's actually just scale. Fiat would work perfectly at smaller scales just like anything else. Also anything other than fiat, like gold or perhaps pure labor/trade, will still be exploited as a direct result of scale.
The larger a single entity gets, the more it has to eat to sustain itself.

National identity is the expression of people who don't have a local identity.
In other words, we're trying to achieve the outcomes of community with the input of national identity and it can never work due to scaling limits. It just leaves people chasing an identity that doesn't actually exist, and ends up increasing the atomization of individualism without the familial glue of community and local idenitty.
I dare say, Nationalism is in-fact a more significant problem for humanity than any other political construct.
