This morning, I joined EPWP participants and community members in Buffalo City Municipality in the Eastern Cape for another leg of our EPWP Listening Tour.
I heard directly from residents about the importance of EPWP, but also concerns around fairness, gatekeeping, political interference, and the need for public employment to lead to real skills and future opportunities.
That is exactly why we launched the Working on Infrastructure pilot programme: to connect public employment to infrastructure repair and maintenance, transparent recruitment, workplace learning, and pathways into jobs, enterprise or further training.
Through these EPWP Listening Tours, we will continue reforming the programme so that it serves the many, not the few. #LetsBuildSA 💙🇿🇦

The DA has made the most extensive submission of all political parties in respect of NMB’s 2026/27 Draft Budget. It proposes the highest tariff hikes since 2019, yet basic services are collapsing. This is what we said:
1. Cut the hikes
NO to unaffordable tariff increases. The metro must do proper Cost of Supply studies for Water, Sanitation & Waste.
2. Fix electricity first
NO consumer may pay more than NERSA allows. Ring-fence electricity revenue and complete an updated Cost of Supply Study now.
3. Maintain our city
INCREASE maintenance to 8% of the total budget. Fund proper Master Plans for Water, Electricity, Sewer & Roads with clear timelines to fix infrastructure.
4. Fill critical posts
APPOINT Executive Directors within 3 months. Fill all Engineering, Plumber, Electrician, and Metro Police vacancies within 6 months. Prioritise Kariega/Uitenhage depots. Freeze non-critical admin posts.
5. Deliver basic services
FUND teams to repair leaks and sewer spills within 24 hours. Buy jetting machines. Fix all streetlights and potholes. Clean illegal dumping and fund transfer sites.
6. Make NMB safe
INSTALL CCTV and reinstate the control room. Purchase fire trucks. Appoint a Metro Police Chief.
NMB loses R1.5 BILLION a year in electricity losses and R1.2 BILLION in water losses. For two years this government has underfunded the basics. We will not support any budget that doesn’t prove it funds service delivery.
