I'm going to point out that this stuff is very complicated stuff and so I'm not stating that it's the only thing but rather a combination of nature and nurture.

@AdamKinzinger @FoxNews We aren't giving them 20 billion in USD. It's a consideration for unfreezing assets so they can rebuild what we blew up and to keep their economy from crashing.

That doesn't mean we're actually going to do that, But we may consider sanction relief instead.
