Private prosecutor Reynaldo Robles asked AFP Col. Manaros Boransing II, former assistant chief of staff for civil-military operations of the Philippine Army’s 1st Infantry “Tabak” Division, whether he knew that a certificate of attendance he issued was used by the Department of Education to justify spending P15.54 million in confidential funds in 2023.

Boransing told the impeachment court he only learned during a House hearing on Oct. 17, 2024, that the certification had been used by DepEd to justify the payment of the amount as rewards to informants.

Asked again by Robles about the certification’s connection to DepEd’s alleged use of the P15.54 million for rewards, Boransing maintained, “I have no knowledge, Sir.”

COMMENTARY: However, there is a method to the madness of Padilla’s statements. They collectively serve to obfuscate the issue that he wishes to target and that coupled with the DDS machinery produces propaganda that keeps their following convinced of the so- called righteousness of their cause.
