If it is funding or opportunity then yes that is an issue and government should be accountable. If it is a cultural thing then maybe that needs to be addressed as well. Both need to work together.

@CityNewsTO Why don't they go back to the old ways of teaching where there is a special Ed. class where these kids with needs have the support instead of trying to have an EA in every class? Would solve the issue of not having enough support workers wouldn't it and benefit the kids?
