@copel13 Eso, lo desconozco. No afirmaría con tanta seguridad algo que desconozco, pero una resolución que indicara que hay antecedentes debería razonablemente mencionar los antecedentes. Ejemplo: "Este rango de meses es consistente con casos anteriores, Res. Nos. xxx/zz y xxx/zz".

@copel13 No, la discreción es cambiar algo dentro de los rangos admisibles. La arbitrariedad es hacer algo contra la norma existente, o de manera no justificable. Ella no dice en eso que la decisión haya sido arbitraria, dice que decide cambiarla dentro de lo que los antecedentes permiten
