Hard Question for PHP specialists.
I've implemented a cos_similarity in Rust and exported to php-ext. Internally, the function is fast, 3~6µs, called from PHP file 50~80µs (8-10x slower).

After installing cargo and cargo-php, I've run the cargo build.

The step that I was missing that started to make a difference, was the build --release
