As always, @EmmanuelMacron and I are closely coordinating our positions. We had a productive meeting and discussed priorities ahead of the meetings of the Anti-Ballistic Coalition and the Coalition of the Willing, as well as our bilateral cooperation.
Relations between our countries have reached a truly strategic level, due in large part to President Macron’s personal efforts. Today, I thanked Emmanuel for his assistance and support throughout these years and awarded the Order of Freedom to the President, a true friend of Ukraine.
We spoke in detail about the situation on the front and Ukraine’s needs in protecting people from Russian attacks. It is important to strengthen Ukraine, reinforce our air defenses, and accelerate the development of Europe’s anti-ballistic capabilities. The outcome of my talks with Emmanuel and the work of our teams is an important agreement between Ukraine and France – a step that reflects France’s true leadership in defense cooperation with Ukraine, in the interest of all of Europe.
The key points:
Ukraine will receive licenses to produce very powerful weapons – SCALP missiles, AASM bombs, and Aster 30 missiles in cooperation with Italy. France will also work with us and with other partners on the FREYJA anti-ballistic program – our unique future strength.
Ukraine will be the first to receive the new enhanced Franco-Italian SAMP/T NG systems. These are highly effective anti-ballistic systems. France will also provide two SAMP/T batteries to strengthen our defenses already this year. France and Italy will also accelerate deliveries of Aster 30 missiles by October this year.
Additionally, Ukraine will procure the first 16 Rafale fighter jets for our combat aviation, along with their weapons package. Training for our pilots and maintenance crews in France is set to begin already this year. After that, the first four Rafale aircraft will be delivered to the Armed Forces of Ukraine. We are systematically developing Ukraine's combat capabilities.

We took part in France’s military parade marking Bastille Day. Today, Ukrainian warriors also marched ceremonially down the Champs-Élysées, while our pilots flew Mirage fighter jets as part of joint French-Ukrainian crews.

All six Kalibr missiles were shot down last night, and 31 out of 33 cruise missiles were intercepted, meaning whenever the necessary capabilities are available, our warriors deliver truly high interception rates. That is the only explanation for the problem with ballistic missiles – insufficient number of interceptors. This is especially true for Patriots.
We have proven to all our partners both the need, and more importantly, the possibility of providing greater protection of lives. It is simply nonsensical that, in today’s world, production has still not been scaled up to the level that is actually needed to protect people from ballistic terror. We have long made the case that we are capable of producing such defensive weapons ourselves. If Ukraine were granted U.S. licenses to produce Patriots, our own production would be sufficient both to protect Ukraine and to help partners in need.
We are in contact with everyone around the world who can provide air defense missiles now. This is our top priority.
Last night, Kyiv came under a massive Russian attack. Russia launched 68 missiles and 351 attack drones. Response efforts are still underway. Damage has been recorded at more than 10 locations across the city, including residential buildings. All necessary services are on the ground, doing everything possible to rescue people and provide assistance to everyone who needs it. So far, 64 people have been rescued, including two children. As of now, it has been confirmed that, tragically, eleven people were killed in this attack. My condolences to their families and loved ones. Around 60 more people were injured.
In the Kyiv region, sixteen people were injured and three people were killed. My condolences to their families and loved ones. A fire is still burning at the site of the missile strike in Vyshneve. People are being evacuated from a residential area. More than 400 first responders and police officers have been deployed to deal with the aftermath of the attack.
Our warriors performed well today in intercepting drones and cruise missiles, but unfortunately not Russian ballistic missiles. And the reason lies in the insufficient supply of interceptor missiles. It is critically important that the world – first and foremost the United States and our European partners – come out of the NATO Summit in Ankara with strong decisions in support of our air defense, and thus the protection of ordinary people’s lives. As long as Patriot missiles remain in our allies' stockpiles, Russia is only encouraged to keep “vanquishing” residential buildings. The United States and Europe have enough strength to stop this terror.
