People just forget Eren himself made the point that inside the walls, or past the ocean, everyone is the same. It's not only just "9 chapters", it's not less work, it's the finale, the unholy amount of colossals and the final fight, it's all very complicated to animate, unlike WiT which had most episodes before S3P2 be just talking and relax, not constant fighting

Falco was literally hearing Reiner apologize and feel sorry for a Paradis eldian, specifically Eren, out of all people. Gabi had to see Udo and Sofia's deaths, also some good marleyan soldiers, in front of her.
