And mages can definitely last hit minions with their autos... that's what mid laners do

@noboditik @RiotPhroxzon It's not so they can't cast abilities, it's so they cast *less.* Mage abilities already reward mana renegeration (Xerath passive, Hwei WE, Cass E, etc), and even the ones that don't have high base mana regen (Sera's at 11.5).
