_12 hours of extensive deliberations_
_What did NEC resolve_

I want to start by apologizing to NARDites for the late write up. The week has been very busy, upon the already hectic schedule of following up #TICS. Channels and Arise called for interviews tonight and tomorrow morning but i am too exhausted to be in Abuja today.

In the 12 hours of extensive deliberations, over 15 motions moved without counter motions and all resolutions reached unanimously, The NEC Meeting only had a 45 minutes recess in between.

*LOKOJA 5 (+2)*
4 months ago, this matter was dead and buried. After series of ultimata, a 29 day strike, an MoU, 2 federal government committees, the National Assembly, the Vice President’s intervention, the FMOH&SW finally resolved to convert all their terminations to reprimands and letters of undertaking (already written). This approval is in possession of the NARD Secretariat. This approval and conveyance was read to our Lokoja colleagues and the NEC during multiple NEC meetings. The NEC resolved its time to start pursuing their emoluments. What is now been sorted out is where they will resume. They’re to get their reinstatement letters and duty resumption/posting together. The NOC shall be in Abuja for that. *REINSTATEMENT WAS THE MINIMUM DEMAND ON THE 19-POINT DEMAND AND THE MoU*

*PAT and SA*
While the above has been captured in the budget, while the FMOH&SW + OAGF has okayed its implementation, it has not been captured in January Salary. The NEC granted till February ending to the NARD NOC for its implementation otherwise, we lift the suspension on commencing TICS 2.0. On SA, it is centrally being pushed to be paid but any centre that can engage its management can begin to do so. Just like JUTH. RELEASE AND IMPLEMENTATION WAS THE MINIMUM ON THE 19 -POINT DEMAND*

*PROMOTION AND SALARY ARREARS*
This over 5 years arrears is before The FMOF and the Minister of Finance. They are to give NARD a payment plan. NEC graciously has given till February ending. *SUBMISSION AND PAYMENT IS THE MINIMUM DEMAND*

*2022/2023/2024/2025 SUPPLEMENTARY MRTF* (outstanding) :- PAID YESTERDAY

*25/35% OUTSTANDING ARREARS*
DUFUTH ABAKALIKI, FUHSTH OTUKPO and JUNE 2023 for UDUTH SOKOTO ALL PAID. The remaining centers have some with names of members who already had gotten the arrears submitted as omissions. NARD Secretariat to work with IPPIS within 2 weeks to clarify and get those paid.

*WORKHOUR AND LOCUM REGULATION*
Committee given 3 months, work has started.

*MEMBERSHIP RECATEGORISATION/POST PART 1 CERTIFICATION BY NPMCN*
Prof Muhammad Raji Mahmud, CMD NHA to chair the committee to resolve the matter in 8 weeks.

*NARD WELFARE AND HEALTH POLICY FOR MEMBERS*
The policy proposal was presented, NEC reviewed it, ratified it unanimously and approved N1000 from the capitation be made available for this project. If interested in the details, I’ll oblige.

OTHER INITIATIVES FOR THIS YEAR
i. NARD Multipurpose Cooperative Society
ii. NARD Printing Press/Business Centre
iii. NARD Water Bottling Company
iv. NARD Corporate Desk (7 partnerships with corporate entities currently at the stage of MoU drafting and signing

All of the above were deliberated upon, motions moved and unanimously passed on the floor of NEC.

Distinguished NARDites,

Compliments from the Leadership of the Nigerian Association of Resident Doctors

As we converge today on the Tin City of Jos, Plateau State, I welcome all of us with great optimism and a sense of duty.

I also wish Distinguished NEC Members and invited Guest, Dignitaries and Resource Persons safe travels and all its mercies, Ameen.

Today, 25th January 2026, marks exactly four months of this leadership of NARD in office and this January NEC is the first official business agenda of NARD.

One must reflect on the journey thus far and be nothing but proud of NARDites for their support, steadfastness and selfless sacrifices.

How far we have been able to come is a testament to our collective resolve to succeed.

We however must get down to the business of delivering for NARDites and the Nigerian Healthcare System.

1. The Lokoja 5 (+2) have been reinstated. The NEC shall review the report from NOC for ratification.
2. ⁠The NEC shall review the report from NOC on the level of implementation of the corrected PAT and SA and give direction.
3. ⁠The NEC shall review and direct matters on the two ministerial committees set up to address:
a- Locum and Workhour regulation (The NIPSS training in the last 5 days has come up with position papers)
b- Membership Certificate Recategorization
4. The NEC shall review progress on Promotion arrears payment.
5. ⁠The NEC shall review progress on the Salary arrears of FMC Owo, OAUTHc, UUTH Uyo, FUHSTH Otukpo.
6. ⁠The NEC shall review the state of payment of salary arrears owed House Officers across the country.
7. ⁠The NEC shall review and direct on issues affecting our colleagues at the STHI/PTHI - BSUTH
8. ⁠The NEC shall review and direct on matters affecting outstanding MRTF/Accoutrement/25/35% payment.
9. ⁠The NEC shall review the state of implementation of the entry level/skipping clarification from the OHCSF.

The NOC shall also present a series of activities lined up for this Executive and administrative year, all of which are awaiting ratification from NEC for implementation. These include:
1. NARD Welfare Policy/Endowment (we must begin to take care of our own directly from NARD sources)
2. NARD Buisness/Printing Press/Centre
3. NARD Water Bottling Company
4. ⁠NARD Cooperative Society
5. ⁠Moving the NARD Journal to PUBMED
6. ⁠Constitution Review
7. ⁠etc
The above items are the reasons this leadership was voted at the AGM in Abeokuta (2024) and inaugurated at the AGM in Katsina (2025) and we must deliver on our mandate. The January NEC is the first stomping ground for delivering these to NARDites.

I wish to ask for continued support, prayers and guidance in addition to constructive criticism geared at ensuring we all win.
