Try to have people on as few projects as possible. When calculating the utilization of a person add 10% for each project after the first. e.g, a person working 20% of their time on 3 projects has 80% allocated (3x20+2*10). Being on 1 project is possible when do product thinking
i believe more important than the framework you use is the way you:
1) see where you are
2) determine where you want to go
3) decide how to start
4) have a method that goes from where you are to the direction you want to head
5) keep improving
