A bright pool of light directly in front of your car is bad, your eyes get washed out and little light makes it down range, compounding the visibility problem.
Add to that the unfocused light (glare) and your a hazard on the road.

Each housing is designed for 1 and ONLY 1 kind of bulb, the same way your glasses are designed to "fix" your eyes.
