RPA Operational communique – Kigali Front (2 July 1994)
By 2 July 1994, RPA forces had secured significant operational gains across the Kigali Front. Enemy attempts to secure a ceasefire were rejected, as operations remained focused on the complete liberation of the country and ending the Genocide against the Tutsi.
Sustained pressure compelled FAR and Interahamwe forces to withdraw from defensive positions around Mt. Mburabuturo, while the successful capture of the Electrogaz Station in Gikondo further strengthened RPA control over southern Kigali. Concurrently, RPA units maintained coordinated assaults against the remaining enemy strongholds at Kimihurura Presidential Guard Camp, Village Urugwiro, Mt. Kigali, the Gendarmerie Camp in Kacyiru, and other military installations.
These operations reflected the professionalism, discipline, and determination of the RPA under the leadership of Paul Kagame, then Commander of the RPA High Command. His strategic direction and the resolve of RPA commanders and troops continued to drive the campaign toward the complete liberation of Rwanda, the defeat of the genocidal regime, and the restoration of national security.
Today, on Liberation Day, we honor the life, service, and enduring legacy of APR/OP0008 Col. William Théogène BAGIRE (Tiger One) (1959–1999).
A courageous commander, devoted patriot, and selfless servant of Rwanda, Tiger One led the brave men of the 7th Mobile Force through some of the most demanding operations of the Liberation Struggle. Their advance from Muhambo, Ngarama, Kiramuruzi, Kayonza, Rwamagana, Kabuga, Kanombe, Rutongo, Jali, Shyorongi, to Ruhengeri stands as a testament to extraordinary courage, endurance, sacrifice, and unwavering commitment to liberating our nation.
Beyond the battlefield, he left a legacy of patriotism, humility, discipline, dignity, service above self, love for others, and an uncompromising stand against contempt and injustice. Those values continue to inspire generations and remain a guiding light for all who strive to serve Rwanda with honor.
Today, we proudly remember the country he fought so hard to liberate—a peaceful, united, and steadily progressing Rwanda. We remain forever indebted to him and to every Inkotanyi who sacrificed so that future generations could live in freedom and dignity.
HAPPY LIBERATION DAY IN HEAVEN, POPS. 🤍🕊UTUBAMO BURI MUNSI.
🚨#Inkotanyi: A WOMAN WHO GUARDS H.E. @PaulKagame SINCE 18 YEARS: He liberated Rwandans and stopped the 1994 Genocide.
—————————————————
Many of those who have seen photos of the RPA troops in the struggle to liberate the country often wonder about the woman who appeared in the photo as one of the guards of Maj Gen Paul Kagame who led the struggle in 1990.
The woman who was clearly young, which made everyone wonder about her courage to overcome fear, is Lydia BAGWANEZA who has reached the rank of COLONEL, which has never been held by a woman, until in December 2023, CIC @PaulKagame awarded this rank to seven Rwandan women of @RwandaMoD .
Flashback: When Tanzanian President @SuluhuSamia visited Rwanda, she was the one who guarded him!
In October 1990, when Bagwaneza was finishing her sixth year of primary school, she left the Rwamwanja refugee camp in Kamwenge District, southwest Uganda 🇺🇬, and joined a group that was committed to revolution.
Bagwaneza, the fourth child in her family, left her parents who had fled to Uganda and decided to join others in the struggle to liberate their country, Rwanda, which was facing many problems caused by the bad regime at the time.
Although it was not easy for a girl to engage in such activities that were common to men, BAGWANEZA says that it was always her mother's wish.
She is the fourth child in a family of ten children, eight of whom are girls. She often heard her father say, "My children, I will be happy only if I see my child among those who are participating in the struggle to liberate the country. I will be happy to see my child among those who are liberating me."
Col. Lydia is happy that it was over and she was that child her father dreamed before ✊🏼.
Returning to her path to joining the struggle for liberation, in an interview with @NewTimesRwanda, Colonel Bagwaneza said: “I joined the struggle when I was a teenager, but as they often say, the lucky bird is that wake up early.”
She says that her parents gave her the strength to do what she did, even though they were living in the hardships of exile.
She says that during the holidays in the area where they lived, there were meetings, and she was the one who wrote down what was said “even though I was in the third year of primary school. There were things they couldn’t write, so I took on those responsibilities. We could read them and then explain them to them. That gave me strength and showed me that I could do something.✊🏼”
⚔️💣THE STRUGGLE AND THE RESISTANCE
—————————————————
Bagwaneza says he joined the struggle in difficult times, because it was at a time when Maj. Gen Fred Gisa Rwigema, who was leading the liberation struggle, had shot.
She says that during those times they had no morale until President @PaulKagame came to lead this struggle, inspiringly encouraged them.
He says that the secret was to know first what we were fighting for. The struggle was difficult, spending many days in sunny days, not knowing if you would find food, not knowing if you would find shelter, but without giving up until we reached our goal.”
She says that one of the things that helped her was having a strong leadership that always inspired her and spoke to her often.
As we speak, Col. Bagwaneza Lydia, who is part of the Republican Guard, has been promoted to the rank of #Colonel.
This mother of three children, joined the army at the age of 18. She was awarded the rank of Lieutenant Colonel in 2017.
Recently, she completed her third degree in war studies at the Military Academy in Musanze, where she found herself the only woman among more than 48 men.
Now on, we're going to share with the triumph stories of our heroes 👇🏼👇🏼
Kindly #𝐅𝐎𝐋𝐋𝐎𝐖 @EmmanuelINTORE for upcoming great story ⚔️

For those that don't know how President Kagame provided every Rwandan with the opportunity to access quality education, here is one example.
The son of ACP Augustin Kuradupagase has graduated from the prestigious Royal Military Academy Sandhurst, one of the world's most respected military academies.
President Kagame's vision was to move Rwanda beyond the politics of tribalism, divisionism and sectarianism by creating opportunities based on citizenship rather than identity.
That vision has enabled the children of people who once stood on opposing sides of the conflict to pursue world class education, rise as far as their abilities can take them, and return to serve a united Rwanda.
In the photo below, the son of ACP Kuradupagase standing stood side by side with the son of Honorable Igor Cesar.

RPA OPERATIONAL UPDATE — KIGALI FRONT (JUNE 17, 1994)
On June 17, RPA forces carried out one of the most important humanitarian missions of the liberation struggle while continuing offensive operations against increasingly pressured FAR positions amid the ongoing Genocide against the Tutsi.
1. St. Paul Rescue Operation:
• Between June 16–17, RPA Commander Maj. Gen. Paul KAGAME ordered all Combined Mobile Forces to develop plans to save the more than 2,000 civilians trapped at St. Paul.
• At approximately 1:00 a.m., RPA’s Bravo CMF launched the rescue mission by deploying three platoons. The operation was led by Lt. Col. Jacob TUMWINE.
• Despite operating deep inside contested territory, the rescue force successfully escorted the civilians to safety. By approximately 6:00 a.m., the rescued civilians had reached RPA-controlled Gisozi.
• The mission remains one of the most remarkable rescue operations conducted during the Battle of Kigali.
2. Interahamwe Retaliation:
• Following the rescue operation, Interahamwe militias responded by attacking locations where civilians had sought refuge.
3. Mt. Kigali Front:
• RPA forces continued making gains around Mt. Kigali. FAR positions on the hill came under increasing pressure as RPA units tightened their grip on one of the last major defensive strongholds overlooking Kigali.
4. Nyamirambo Sector:
• FAR forces managed to regain limited ground in parts of Nyamirambo. Despite these localized gains, RPA pressure continued across the sector. FAR control remained concentrated in northern Nyamirambo, Camp Kimihurura, Kiyovu, parts of the City Centre.

Operational Insight & Core Perspective:
June 17 demonstrated the RPA's ability to combine combat operations with large-scale humanitarian action. While fierce fighting continued across Kigali, the successful rescue of more than 2,000 civilians from St. Paul highlighted the priority placed on saving lives even as the battle for the capital entered its decisive phase.

On June 2, 1994, the RPF-Inkotanyi forces liberated Kabgayi, rescuing thousands of Tutsis from the Kabgayi concentration camp.
Kabgayi was the location where the RPF–Inkotanyi managed to save the largest number of Tutsis during the genocide. In most other places they reached, the killers had already completed the massacres, leaving only a few survivors. But at Kabgayi, the Inkotanyi arrived in time to catch the perpetrators red-handed as they were attempting to exterminate the remaining Tutsis before the RPF could intervene.
