@nprscottsimon @TomGoldmanNPR Scott! "Houston's weather is better 'between hurricanes'?" You would NEVER say that about New Orleans, also heavily Black, which is hit with far more hurricanes than Houston. Houston's most recent hurricane was in 2017; when was Chicago's most recent severe weather?
