$200 million sunk into a project that never delivered a single habitable home. Charges against the former minister for causing financial loss to the state, dropped.
GH¢90 million in financial loss found in the MASLOC case. Someone who ran from justice, was tried in absentia and sentenced, has come home, and now walks out acquitted.
Two cases. Significant public money gone. The state running Operation Recover All Loot has recovered nothing from either.
The message to those currently facing prosecution for causing financial loss is clear. Hold the line. Wait for the calendar. Wait for the next turnover.
The message to current and future looters is louder. Take as much as you can. Even if your party loses power, even if you are charged and sentenced, you only have to outlast one election cycle.
No deterrence. No prevention. Just a queue of cases waiting for the political weather to change.

The state borrowed US$200 million plus interest to build 5,000 affordable housing units.
The contractor was paid about US$180 million but delivered only around 1,500 houses, all of which are uninhabitable.
The previous administration was prosecuting some former government officials, alleging they had caused financial loss to the state. After coming into office, the new government dropped those charges within two months, describing them as ill-conceived.
Meanwhile, the contractor has taken the state to international arbitration over the termination of the contract and other claims. Ironically, the state now has to defend issues that were at the heart of the case it decided to discontinue. If it loses the arbitration, taxpayers could face even greater financial liabilities.
So here’s where we are:
- We borrowed money for 5,000 affordable houses that were never delivered.
- Most of the money was paid out.
- No one is currently being held accountable after the criminal charges were dropped.
- The state could end up paying even more if it loses the arbitration.
No affordable housing. Just abandoned buildings and the prospect of an even bigger bill for taxpayers.

A circular claiming that African nationals, including Ghanaians, risk arrest, imprisonment and deportation in Cambodia from June 1 has been circulating widely on social media.
However, following checks I made through a journalist contact in Cambodia, as well as further verification as a representative of my media house, officials from Cambodia’s Interior Ministry and Immigration Office have described the document as false/fake news.
Authorities reportedly denied issuing such a directive and questioned the source of the circulating notice.

A British company paid £1.2 million in bribes to senior Ghanaian officials to win £26 million in government contracts.
This happened during Ex President Jerry Rawlings administration.
That British company pleaded guilty in a UK court.
But guess what, not one of the Ghanaian officials who took the money has ever been charged in Ghana.
The company was Mabey & Johnson, a steel-bridge manufacturer based in Twyford, Berkshire.
They confessed at Southwark Crown Court in London on September 25, 2009. The judge was Geoffrey Rivlin QC. The lead prosecutor was John Hardy QC.
Mabey paid £470,000 directly into the personal accounts of the NDC government officials.
They then set up a separate £750,000 slush fund called the "Ghana Development Fund."
That fund was managed by three people: former First Lady Nana Konadu Agyeman-Rawlings, former Finance Minister Kwame Peprah, and Baba Kamara, who was the NDC's Deputy National Treasurer at the time.
The court named the recipients and the bank accounts in open session.
Former Roads Minister Dr. Ato Quarshie took £55,000.
Senior Finance Ministry lawyer Dr. George Sipa-Yankey took £15,000 wired into his Midland Bank account on Hill Street, London W1.
Former Deputy Roads Minister Amadu Seidu took £5,000 wired into his Woolwich account in St. Peter Port, Guernsey.
Inter-City STC Chairman Edward Lord-Attivor and a man named Edward Attipoe took £10,000 each.
A Finance Ministry desk officer named Saddique Boniface took payments that included money for school fees.
Mabey & Johnson did not absorb any of this. They simply inflated the contract prices and Ghana paid for its own corruption.
The British court fined Mabey & Johnson £6.6 million and ordered the company to pay Ghana £658,000 as reparation. The directors of the company were later sentenced to prison in 2011 for the same scandal.
In Ghana, nothing happened.
Sipa-Yankey was Mills' Health Minister in 2009 when his name was read out in London. He was traveling with the President in the United States when the news broke. He resigned to "clear his name." CHRAJ later cleared him.
Today, in May 2026, Dr. George Sipa-Yankey is the Board Chairman of Tema Shipyard and Drydock Limited, appointed by the current Mahama administration to lead the turnaround of one of Ghana's most strategic state assets.
A British court named him for taking foreign bribes.
Sixteen years later, the Ghanaian state put him in charge of a shipyard.
