to put it even simpler - upbit and binance share the travel rule in practical terms. in other words, we could say that all the coins listed on binance are already approved by the sk gov't.
Binance is entering South Korean Market soon, and Korean whales are now buying #DCR by buying USDT on Upbit -> transferring to Binance -> buying #DCR with USDT -> transferring to decrediton.
I know this b/c I am personnally helping several whales do this.

in short, i think binance is too big for korean gov't to force what to delist - and pure privacy coins like monero are already not on binance. so i think gov't won't make a fuss.
many non-koreans have been asking this, and this is what i think. 1) dcr is already listed on binance. 2) binance is huge and won't delist b/c of sk gov't's concern for privacy. this is b/c upbit had delisted dcr as a pre-emptive measure, not requested by sk gov't. and,
there are only 3 telecommunication carriers - effectively making them gov't controlled - but apple won out. also, as a result, samsung started working hard to make phones that could rival iphone - and the public benefitted as a whole, and made samsung strong as well.
@exitusdcr 2) upbit has listed usdt about half a year ago and upbit and binance global share the travel rule. so south koreans can easily buy dcr on CEX outside of Korea. I think it's even possible that DCR gets relisted on SK CEX.
Binance is coming to South Korean market soon.
Until now, South Koreans could not buy #DCR b/c there was no South Korean CEX that listed #DCR.

@exitusdcr there is no way binance global would delist dcr for south korea b/c 1) binance global is already fully compliant with the regulation of SK gov't - kyc, aml etc - that's why it is able to enter SK market again.
@exitusdcr yeah i remember the whole saga, but the gov't didn't actively force korean CEX to delist dcr. in case of DCR, CEX did it voluntarily as a pre-emptive measure.
