West Bengal to finally scrap a 1976 law in a bid to chase big-ticket investment. That law has been dead everywhere else in India for 25+ years.
The Urban Land (Ceiling and Regulation) Act, 1976 caps how much vacant urban land any single entity could hold, with the "excess" vesting to the government. The Centre repealed it nationally in 1999. But Bengal chose to keep it on its books.
Consequentially any investor wanting to assemble large land parcels for a factory, township or campus in urban Bengal had to navigate ceiling clearances designed for a bygone era @businessline

West Bengal has engaged RITES to prepare a blueprint for reviving Kolkata's tram network, with the immediate focus on restoring existing traditional routes. Once the core network is operational, the state plans to extend tram services to Salt Lake and New Town. Authorities are also assessing a Kalighat–Dakshineswar corridor along the Hooghly and Adi Ganga.
The proposal also includes exploring PPP-based operations, advertising-led revenue models and a potential UNESCO World Heritage tag for Kolkata's historic tram system. The project remains at the planning stage, but if implemented, it would represent the most significant overhaul of the city's iconic tram network in decades.
