“गुरुग्राम में खाली पड़े प्लाट के मालिक हो जाए सावधान” raises an important question.

What happens when the “vacant plot” is government-owned land, a greenbelt or roadside land under a government agency?

Across Gurugram, we see greenbelts and roadside stretches being used for horticulture waste, road waste, municipal waste and C&D waste.

So who is responsible for preventing the dumping on government land?

And if one government department/agency levies a penalty on another government department/agency, does the financial burden ultimately come back to the taxpayer?

More importantly, why should public money potentially be spent on:

dumping → clean-up → penalties → another clean-up

when the objective should be to prevent the dumping in the first place?

Perhaps the same accountability being sought from private plot owners needs to be equally clear for government-owned land and government agencies/contractors.
