Great but futile unless prioritising the re-haul of:

-Work-life balance
-Salary
-Accomodation
-Parking/transportation
-Poor nursing management
-Removing infamous bullies who are "untouchable" due to seniority

Without this, we won't get close to filling half the minimum levels
