Not in a strict terminology (pedantic) sense. If you know all the states of the inputs, and the result is repeatable in those states, then it's deterministic.

I had a fun conversation with Luuk van Dijk (ex-Google, founder of Daedalean) about this very topic a few years ago. He would even argue that the AI can be configured in such a way that it is deterministic.
