Democracy does not work well in places where the overwhelming majority of people are low IQ.

For example, in some parts of India, the majority of people will illegally use trains without a ticket.

The obvious solution is to do what they do at airports i.e. not allow ticketless people to step inside the station in the first place.

However, this can never be implemented, because whichever government cracks down on these people will lose the next election
