Testing is the key. Unless government speeds up massive testing of what DOH classifies now as SUSPECT, PROBABLE and CONFIRMED, no reliable baseline data to assess the COVID-19 situation can be accurately done. Common sense - wrong data can only result in wrong policy decision.
