Federal law is not ambiguous about who owns that obligation. The Help America Vote Act requires every state to build and maintain "a single, uniform, official, centralized, interactive computerized statewide voter registration list," and to keep ineligible names off it.[^1] The Civil Rights Act of 1960 gives the Attorney General the right to demand and inspect the state records that prove the state did it.[^2] These are not new statutes. They are twenty-five and sixty-five years old. The Department of Justice asked Minnesota for that list. Minnesota's Secretary of State said no. So on September 25, 2025, the United States sued him — *United States v. Steve Simon and State of Minnesota*, 0:25-cv-03761.[^3] The complaint states the reason for the suit in one sentence: to remedy Minnesota's conduct in "impeding the Department's enforcement of the list maintenance requirements by refusing to provide its statewide voter registration list."[^3] Minnesota was not singled out. The same Justice Department sued six states in the same posture for the same refusal.[^4] Minnesota chose to be one of the six. The stake is not a partisan talking point; it is the Supreme Court's. The complaint quotes *Purcell v. Gonzalez*: "Voter fraud drives honest citizens out of the democratic process and breeds distrust of our government," and voters "who fear their legitimate votes will be outweighed by fraudulent ones will feel disenfranchised."[^3] The remedy *Purcell* implies is sunlight. Minnesota answered with a locked drawer. Here is the part that should end the argument. The office refusing to open the voter list is the same office — the Secretary of State — where every shell company in the largest pandemic-aid fraud in American history filed its incorporation papers before it stole the money.[^5] That office did not detect that fraud either. The FBI did.[^6] So the pattern is not about elections. It is about a posture. Minnesota's institutions do not surface the record; the federal institution has to come and take it. The record shows this happening on elections in 2025, on child-nutrition fraud from 2020, and on the state's own hiring statute in 2026 — three federal actions, one recurring fact: Minnesota was never the party that opened the file.[^5] A clean voter list survives inspection. That is the entire function of a clean voter list. The only list that cannot afford to be seen is one the state would rather you not check. Minnesota had one lawful move that costs nothing and proves everything — produce the list — and it chose litigation instead.
