can you please explain why:

1) in the may tender, the financial years were FY21, FY22, FY23 and limit set to 50 cr

> where coempt fails, by 14.83% margin.
> coempt does not ask to decrease the budget in PBC
> coempt did not ask to change/update the FY

2) in the august tender, just 3 months later, the financial years change to FY22, FY23, FY24

Questions:

May Comes After the Start of April, that is the new Financial Year, Why were the financial years not updated in the earlier tender?

Why did CBSE not lower it down to 30 crores, as some bidder suggested, (which reports suggest, might be present in earlier RfP) as some bidder suggested.

why not changed to 30 cr, to invite more bidders (if that was the goal with other relaxations in the RfP),

CBSE called for OSM tenders thrice. Zero bids the first time. No qualified bidder the second time. And finally, the technical bar was lowered until COEMPT could clear it.

Scanning resolution cut. Robotic scanner requirement dropped. CMMI certification lowered from Level 5 to Level 3. Penalties for errors in answer sheets removed.

TCS, India’s biggest IT services company, qualified in the third round too. TCS lost. COEMPT - a company with a spectacular track record of failure - won.

And what are CBSE students complaining about today? Badly scanned answer sheets. Missing pages. A broken evaluation portal.

Teachers had warned CBSE that the OSM system needed at least a year or two for further preparation before nationwide implementation, yet it was rushed through.

So I ask again - who wanted COEMPT to win? Who lowered the bar, step by step, until this company could clear it?

Pradhan ji and CBSE say “due process was followed.” That is not an answer, that is not accountability. The question is whether the contract was honestly awarded to the best company which could do the job correctly.

The futures of 18.5 lakh children were handed to a company that could only qualify after the rules were bent for it.

To the BJP Ministers attacking me for asking questions - I have, from day one, demanded an independent judicial probe. Expand it from CBSE to every contract awarded to COEMPT. Our youth deserve the truth.

And Modi ji, your silence on the CBSE debacle and inaction against the Education Minister tells the country what you actually care about - not the futures of lakhs of students, only the survival of your own government.

There are two things to keep in mind. First, the Modi Government is facing an unprecedented wave of anger and outrage for its complete and utter failures of Governance.

Second, unable to face the electorate in a fair contest it has now opted to manipulate the lists of who can and cannot vote to skew the balance in its favour.

Broadly speaking, this is what the SIR is for. It may have legal sanction but look at how it has been implemented. The story is the same in Bengal or Bihar. Voters are selectively deleted en masse and then made to face an appeals process that is arbitrary and ultimately meaningless.

The Supreme Court has given a finding on law. We can respectfully disagree with the verdict.

We have seen how the SIR process was rushed by ECI without justification for the rush, how the obvious and running theme was to delete first ask questions later. So egregious and brazen was their haste that this very Supreme Court had to step in and implement guardrails. Was it not this very Supreme Court that -

(1) directed the ECI to publish lists of deleted voters they wished to keep hidden;

(2) that made them publish reasons for deletion which they should have done in the first place; and

(3) that mandated Aadhar be accepted when ECI tried to refuse.

It was clearly a process rife with infirmities and based on mala fide. Legal sanction may confer prima facie legitimacy but it cannot cure malice in implementation.
