Operation Vulindlela has become the mainstay economic programme of the GNU, but its ideological foundations are firmly neoliberal. At its heart is the proposition that the failures of the state and public institutions should be resolved by opening strategic public services and infrastructure to private capital: electricity, rail, ports, water and increasingly municipal services.
The model is straightforward: nationalise the risks and privatise the profits. The public sector carries the historic debt, maintains much of the infrastructure, guarantees essential services and absorbs the risks, while profitable components and revenue streams are progressively opened to private investors.
Government itself speaks of creating “bankable” projects and mechanisms to reduce the risks faced by private investors. This is not simply technical reform; it represents an ideological restructuring of the relationship between the state and capital, with private profitability increasingly determining how essential public infrastructure is financed and operated.
Eskom provides the clearest warning of where this road can lead. For years SAFTU has demanded full disclosure of Eskom’s agreements with Independent Power Producers, yet the Federation says the complete contractual terms have not been placed in the public domain.
We therefore describe these as secret agreements: contracts committing a public institution and ultimately electricity users to long-term financial obligations whose full terms workers and the public cannot adequately scrutinise.
Some IPP arrangements have involved government guarantees and long-term purchasing commitments, while Eskom has confirmed that its contracts with privately owned diesel peaking plants contain take-or-pay provisions under which it pays for committed capacity whether that electricity is required or not.
This captures SAFTU’s fundamental objection to the Vulindlela model: the state assumes or underwrites substantial risks while private investors secure protected revenue streams and returns.
Similar approaches are now being extended into transmission, rail, ports, water and other public infrastructure.
International experience gives workers every reason to scrutinise such restructuring carefully: opening public networks to private operators, guaranteeing returns and separating commercially attractive activities from the wider public-service obligation can become steps towards deeper privatisation.
SAFTU rejects the idea that public-sector failure should be engineered or exploited to make privatisation appear inevitable.
