#Cambodia Protests against #Thailand’s Continued Violations of Cambodian Sovereignty and Territorial Integrity
The EyeWitness Project has been observing the security situation in Thma Da, in Cambodia’s Pursat Province, for several years. During that time, we saw a steady growth in cyber-scam and forced-labour activity.
When we visited just weeks before the latest round of fighting in December, 2025, surveillance drones hovered overhead as we spoke with local soldiers and documented evidence of Thai forces gradually advancing further into Cambodian territory. Initially, those advances took place largely without the use of force. That changed in December.
Thma Da became a significant flashpoint in the fighting, and a stark example of where armed conflict and the cyber-scam industry are now colliding. It is a pattern we are increasingly seeing in other states.
Since the December ceasefire, Thai forces have consolidated control over roughly half of the town, using barricades, shipping containers and embedded troops to hold their positions.
Sustained fighting involving small-arms fire, artillery, drones and airstrikes has left Thma Da visibly scarred by the conflict. Many of the scam compounds that were emptied during the fighting have been badly damaged or destroyed.
Driving through the centre of the town, the divide is pretty stark: on one side, abandoned scam compounds; on the other, a heavily fortified section of the town occupied by Thai soldiers.
Within the Thai-controlled area sits the remains of a former Cambodian casino hit by Thai air strikes in December, that was linked to scam operations and now sits firmly on the other side of the frontline.
Thom H. Andrews, UN special rapporteur on the situation of human rights in Cambodia, has submitted a report to the UN, following his July visit to the Kingdom. He urged Thailand and Cambodia to work constructively to allow the return of roughly 20,000 displaced civilians to homes
