If so, how does one go about setting up groups based on user attributes. Our device groups have unique attributes that can split up groups of devices ny departments or regions?

Existing eligible devices updated from 10 to 11 via Intune rings.
Ineligible devices to be numbed to W10 22h2 until swapped out with new eligible HW.
Any minute differences to be aware of for users post update?

It started with Clip Champ, using the 'new' MS Store version of Clip Champ.
We thought maybe glitch with new store apps, but some can see it avail on CP and other can't, even though part of same group. We also thought maybe store gpo but all have same.gpo.for store
