This Sibiya guy has been a rogue police officer since the 2010s it appears... Long before he became a senior- it appears, just like with Sgt Nkosi, when he came to the Head Office, it was just a move to place someone who could run things smoothly for the cartel.

This DNC position was just a disguise and the reason they were cooking for him to ascend to the highest office there was likely because there were some resistances (KZN) for example and him not having the power to control, hire or fire the PC was a pain on his backside. Well, so it appears.
