Already in August, on the Feast of the Dormition, the Kyiv Pechersk Lavra will mark 975 years since its founding. This is a special milestone. For in just one generation, Ukrainians on this land will be celebrating the Lavra’s millennium. Our national holy site, alongside St. Sophia, the Transfiguration Cathedral in Chernihiv, and other witnesses to the thousand-year existence of Kyivan Rus’ – all of this together definitively affirms the fact that the roots of Ukrainians on this land are vast, strong, and our own.
Ukraine will mark milestones such as the Lavra’s millennium with dignity. And preparations will begin today. After all, this is about a long and painstaking process: restoring and preserving dozens of cultural monuments, museum collections, the Lavra’s buildings, our great heritage, one of the world’s centers of Christianity. This requires a major, collective effort, which we are beginning today – and we must mark the Lavra’s millennium in the same unity that strengthens and protects our people and our state. I am signing the relevant Decree here and now.

I presented state awards on the occasion of Ukraine’s Constitution Day to Ukrainian men and women who work for our state. First and foremost, to our military: I personally presented the Orders of the Golden Star to the Heroes of Ukraine, and also handed awards to the families of the fallen who, tragically, were awarded this title posthumously.
I also presented awards to Minister of Internal Affairs of Ukraine Ihor Klymenko; the Primate of the Orthodox Church of Ukraine, Metropolitan of Kyiv and All Ukraine Epiphanius; our multi-time champion Liudmyla Luzan; war correspondent Andriy Tsaplienko; and the first responders and a police officer who saved the Dormition Cathedral after the Russian strike.
I thank everyone who, through their work, words, faith, and actions, supports Ukraine and our people. Everyone who, in their place, helps build a free and strong state. A state that is fighting today for its freedom and independence. And it will certainly preserve them.
Ukraine struck two Russian oil refineries overnight, hitting the Slavyansk refinery in the Krasnodar region, about 300 km from the frontline, and the Yaroslavl refinery, roughly 700 km from Ukraine’s border, in another blow to Russia’s energy sector.

Ukraine will always cherish its history. It will cherish and protect the memory of those who built our nation, defended its freedom, and worked for its future. From now on, a bust of the great Ukrainian Ivan Mazepa – one of the most outstanding Ukrainian hetmans, statesmen, and patrons – will stand in the Kyiv Pechersk Lavra.
It was under Ivan Mazepa’s patronage that the Kyiv Pechersk Lavra acquired its majestic appearance: walls and fortifications were built, churches were restored, and the printing house and book printing flourished. His contribution became forever part of the history of this holy site.
Today, we honor a great historical figure and restore historical justice. Because a people that honors its own history always preserves its independence and its state.

Today, Ukraine marks the 30th anniversary of its Constitution.
When Russia invaded Crimea and parts of the Donetsk and Luhansk regions in 2014, our Constitution also came under attack. The Kremlin attempted to force constitutional changes that would give it permanent leverage over our sovereign decisions.
The enemy chose Constitution as one of its main targets. The reason is simple: this document is the foundation of our freedom, security, and independence.
Moscow could not accept that Ukrainians choose their own future freely, through democratic institutions and under their own Constitution — not under pressure from a former empire. But the aggressor did not achieve anything. Neither in 2014, nor in 2022. And it will never achieve the goals of its aggression.
Whenever I am asked about Ukraine's key principles in negotiations, I have one answer: the Constitution of Ukraine. It answers every question about our sovereignty, our borders, and our future.
Our Constitution is a rulebook that defines how our democratic state functions, protects the rights and freedoms of our citizens, and affirms that only the Ukrainian people have the sovereign right to determine Ukraine's future.
Today, our soldiers, diplomats, and millions of Ukrainians are working toward one common goal: restoring the constitutional order of Ukraine throughout its sovereign territory.

A Russian missile warhead was found near a residential building in Kyiv after the Russian attack.
Thankfully, it did not hit the building and did not detonate.
It was taken away carefully and will be safely destroyed.
Our warriors began Ukraine’s Constitution Day with great accuracy. Last night, our long-range sanctions reached two oil refineries in Russia. The Slavyansk oil refinery in the Krasnodar region was hit – about 300 kilometers from the frontline. We also reached a refinery in the Yaroslavl region, approximately 700 kilometers from our border.
We continue our operations that weaken Russia’s ability to wage this war. Each of our long-range sanctions means fewer resources serving Russia’s war machine, and another step toward peace. We will continue to respond to Russian terror. I thank our warriors for these results! I am grateful to everyone who helps us. Everyone who defends Ukraine also upholds the power of the Constitution.

Уражено НПЗ «Слов’янський» у Краснодарському регіоні – це близько 300 кілометрів від лінії фронту. Також ми досягли НПЗ у Ярославському регіоні, що приблизно за 700 кілометрів від нашого кордону.
Ми продовжуємо наші операції, які послабл��ють можливості Росії вести цю війну. Кожна наша далекобійна санкція – це зменшення ресурсів, що працюють на російську воєнну машину, і ще один крок до миру. Our people write the pages of our history, and it is they who fill the pages of our Constitution with life: through their example, their deeds, their work, and their struggle for Ukraine.

This week, 15 of our regions have been targeted by Russian strikes. There have been almost daily attacks on Kherson, Zaporizhzhia, Kharkiv, and Sumy. The Russians are using various types of weapons to strike people, ordinary residential buildings, and our civilian infrastructure. Unfortunately, there are casualties from this terror almost every day. And the threat of these Russian attacks remains constant. Over the course of this past week alone, there were around 1,400 attack drones, almost 1,500 guided aerial bombs, and 19 missiles of various types, including ballistic ones.
Strengthening air defense – primarily anti-ballistic protection – expanding cooperation within the Drone Deal format, and increasing pressure on the aggressor are key priorities. Sanctions on Russia and its partners over this war must be enforced where they will be felt most. We need strong and rapid steps that will force Russia to move toward ending this war. Everything that strengthens Ukraine helps bring peace closer. I thank everyone who is helping us.
Every Russian defense facility that serves the war against Ukraine is a just target for our long-range sanctions.
Last night, FP-5 Flamingo missiles successfully struck the Titan-Barrikady facility in Volgograd. It is a major industrial complex where the enemy produces artillery systems and specialized military equipment, including components for missile launch systems used in attacks against our people. Confirmed strikes were followed by a fire on the plant's premises. I thank the warriors of our Defense Forces for their precision.
The reach of Ukraine's long-range sanctions continues to expand. And it is precisely our pressure, day after day, that lays the groundwork for a dignified peace in the end. I am grateful to every Ukrainian engineer and warrior who is making our long-range capabilities possible. Glory to Ukraine!
Russia must get out of Ukraine with its war – we want no war. Ukraine has put forward proposals to our key partners, and Putin’s friends have also heard from us that a meeting is possible and that ending this war is possible. Russia must now take that step toward peace.
Today, no one on Earth can say that we are not fighting for Crimea or that we have forgotten about Crimea. Every day proves that Ukraine remembers every part of its land, every one of its people, and is truly fighting to ensure justice for our entire state and every integral part of it.
Russia brought its war to Ukraine, starting nowhere other than Crimea, and now, with our actions – medium-range sanctions against the Russian occupier, our long-range sanctions plan, and all other forms of pressure on the aggressor – we are doing everything to force Russia to end the war and restore justice. And it is Crimea that is at the center of this policy of ensuring justice. Russia turned Crimea into a launchpad for aggressive operations against other parts of our country and against other nations. For a very long time, Russia has tried to normalize its war – to make Ukraine, all of Europe, and the world accept that its aggression supposedly cannot be stopped and that justice supposedly cannot be restored.
Today, Ukraine is depriving Russia of this launchpad and drawing a line under its attempts to normalize war. And in doing so, we remember that justice for Ukraine also means justice for the Crimean Tatar people – a people forced to endure deportation and decades of oppression, a people who were able to return to their homeland, but whose home the Russians tried to steal again, a people who have preserved their vitality and remain an inseparable part of our society.
Today, as we honor the blue banner with the golden tamğa – this proud flag that unites the entire Crimean Tatar people – we affirm that Ukraine is fighting for itself and all its lands, defending justice for itself and all its people – for everyone who calls Ukraine and our Crimea their home. We must stop Russian aggression. We must bring freedom back to all those who are currently in Russian captivity. We must guarantee security and a reliable peace for the entirety of our state and all our people.
