In this case, as these patients contribute time at risk, is the use of zero-inflated models appropriate? A standard poisson model with time at risk as an offset might be appropriate?

I have data of two groups of patients that received two distinct interventions and a set of variables to adjust in a multivariate model aimed at predicting a rate. The data has a large proportion of patients with 0 resource use (hosp, ER visits etc) but were at risk #epiTwitter
