Rubio’s statement about the US potentially withdrawing from peace process within days sounds like a threat to Ukraine and maybe even to the EU, rather than to Russia.

We’ve spent billions of dollars on Ukraine, now we need to move on, he says. He mentions EU sanctions as a factor in the negotiations, which basically means the Russians insist on lifting those sanctions as part of the deal and that the EU can derail the talks if it refuses to lift them.

The threat is basically that Ukraine and the EU may end up facing Russia on their own, without American help. That suits the Kremlin even as it would most probably prefer a US-mediated deal to succeed as it would fix its de-facto victory (as it understands it).
