After just adding `connect`/`recv` and some online user stubs we hit `transport_qos` logic.

`x_link_status_override` allowed `transport_startup` to actually run without needing a valid result from `XNetGetEthernetLinkStatus`

After setting `x_link_status_override` to `1` we now have a working telnet connection to the game.

I was looking into why the "quit to xbox dashboard" main menu entry does nothing in the H3EK. It turns out there's a dialog string id, but no corresponding entry in the required tag block - so I added one with a temporary title and message.
