@DavidXRPLion Thinking about your words "for retail utility" . If the world uses pennies in it's transactions - and the smallest record used in the XRPL is 1 whole dollar/unit, then perhaps the retail utility is the ability to move fractions of 1. ie .0000001 of 100,000. = .01 XLM 7 decimals
