Yes, it drops because the weak-kneed GOP leadership in Congress continues to put forward multi-subject bills that include funding for fraud, waste, foreign aid, refugee welfare, auto kill switches, "gender affirming" care, and other leftist programs. Massie votes against these when they are included in what would otherwise be a conservative bill, so his score suffers.
