Jacob’s reference is Jesus explaining to His disciples (pupils). But, English translations are mis-leading.
Luke 11:9-10, “Crave, desire, likewise it is ministered to you. Specifically worship, seek after and you perceive. Knock like rapping at the door and the door opens to you.
Whosoever (disciple) asks information, searching for something hidden receives. To (disciple) that knock door opens.”
His name is not James.

BTW, Hebrew מָשָׁל means both Proverb & Parable.
