In August of last year, City Council voted to initiate the development of a draft district plan. Since that moment, there has been an unprecedented public engagement effort. Community meetings. Small group interviews. Walk Shops. Office hours. Pop-up events. Surveys.
That chorus of voices โ which is chronicled in over 70 pages of community engagement summaries online โ offered a number of recurring themes. Perhaps the most consistent was this: People want more from their downtown.
"I am proud to support a potential Downtown Rochester BID that will drive towards a thriving downtown โ one which will directly enhance our downtown neighborhoods & set up future generations by addressing capacity challenges & fostering vibrancy and activity." - Seanelle Hawkins
"I love downtown Rochester and believe our strength is our people. There is a lot to be thankful for and celebrate about downtown today, but there is also much more that our greater community needs to be able to thrive."
Seanelle Hawkins is the President and CEO of the Urban League of Rochester, where she works to lift up community members by promoting economic parity, entrepreneurial assistance, and revitalizing Rochester through services and programming.
"We're right on the cusp. We've done so many incredible things over the decades, between Constellation Brands moving downtown, to offices coming back and residents coming back.โ

โThe community must play a pivotal role in the revitalization of downtown Rochester. For me, broad-based citizen engagement will be of the upmost importance in any process to consider a Business Improvement District (BID) downtown.โ

So many of the amazing things that happen downtown simply donโt get the attention they deserve. One of the BIDโs primary functions would be to help develop and promote events throughout the year.
