RDI FUND UNDER ANRF
Union Cabinet approved the ₹1 lakh crore Research, Development and Innovation (RDI) Fund on 1 July 2025, and the Fund was formally launched by Prime Minister on 3 November 2025.
During FY 2026, the Technology Development Board (TDB) and the Biotechnology Industry Research Assistance Council (BIRAC) were approved as Second Level Fund Managers (SLFMs) under the Focused Research Organisations (FRO) category. Further, ₹500 crore was disbursed to TDB in March 2026 for investment in eligible technology entities. So far, TDB has approved 22 projects with a total project cost of ₹4,744 crore, including RDIF support of ₹2,192 crore. BIRAC has also shortlisted eight projects for support under the RDIF, involving an amount of ₹390.35 crore.
Applications were also invited from Second Level Fund Managers (SLFMs) for onboarding under the Fund. A total of 162 applications were received from various Alternative Investment Funds (AIFs) and 38 applications from Focused Research Organisations (FROs).

IMPLEMENTATION OF BIOE3 POLICY
Union Cabinet approved the BioE3 (Biotechnology for Economy, Environment, & Employment) Policy, in August 2024, for ‘Fostering High-Performance Biomanufacturing’ across the country. The Policy aims to build a resilient biomanufacturing ecosystem in the country for developing bio-based products.
Through extensive national consultations and sectoral expert meetings, six thematic sectors were identified for implementation under the Biomanufacturing Initiative. Under these Thematic verticals, 11 calls for proposals were announced and over 2000 proposals were received for funding. After several rounds of screening cum-selection-committee meetings, over 270 projects were recommended for funding for product/technology development under the two categories: Discovery and application-oriented network research and bridging the gap for scale up. These projects are currently under various stages of implementation.

ACHIEVEMENTS OF ADITYA-L1 MISSION
The scientific objectives of Aditya-L1 are to study the solar wind particles, Solar corona, near UV signatures on the solar disc, as well as the solar magnetic fields (the Interplanetary Magnetic Field – IMF). The position of Aditya-L1 around the Sun-Earth L1 point facilitates continuous view of the Sun, making it a dedicated solar physics observatory.
A few major achievements of Aditya-L1 include:
✴️Capturing the first-ever spectroscopic signatures of the onset phase of a Coronal Mass Ejection (CME), a phenomenon in which a chunk of the solar plasma material is ejected by the Sun.
✴️By combining global ground measurements with direct particles and fields observations from Aditya-L1, scientists brought out insights to some of the interesting observations during the intense geomagnetic storms of May and October 2024.
✴️Aditya-L1 observations also yielded the first comprehensive analysis of photospheric iron fluorescence on the Sun, capturing this phenomenon across 47 massive X-class solar flares during the peak of Solar Cycle 25 in 2024.

PRIVATE SECTOR PARTICIPATION IN NUCLEAR ENERGY

INDIA’S SPACE LAUNCH PROGRAMME
In the last 3 years (July 2023 to June 2026), India has successfully launched 12 launch vehicle missions, 11 national satellites and 9 satellites for international customers. Some of the significant milestones achieved during the period are as follows:

✴️India launched its first solar observatory mission, Aditya-L1, on PSLV.

NUCLEAR POWER PROGRAMME
To reduce the dependency on imported uranium and to insulate the Indian nuclear power programme from geopolitical risk, the Department of Atomic Energy (DAE) is pursuing the three-stage nuclear power programme to optimally utilise its domestic uranium resources and exploit its vast thorium reserves for long-term sustainable energy security
Based on a closed fuel cycle, the programme aims to multiply the domestically available fissile resource through the use of natural uranium in Pressurised Heavy Water Reactors (PHWRs) in the first stage, followed by the utilisation of plutonium, fissile material obtained from the reprocessing of domestic spent fuel of PHWRs in Fast Breeder Reactors (FBRs) in the second stage, and large-scale utilisation of thorium in the third stage through the production and utilisation of Uranium-233 bred from Thorium-232, thereby providing long-term energy security in a sustainable manner

RAINFALL DEFICIT
India Meteorological Department (IMD) under the Ministry of Earth Sciences monitors rainfall on a daily, weekly and seasonal basis against the Long Period Average (LPA). The Southwest Monsoon rainfall in 2026 has been lower than normal in several parts of the country during the initial weeks of the season. However, rainfall varies from place to place and from week to week, and some regions have received normal or above-normal rainfall. As of 14 July 2026, the country received 21% below normal rainfall, with several meteorological subdivisions recording deficient rainfall while others experienced normal or excess rainfall due to the natural variability of the Southwest Monsoon.
The impact of rainfall on agriculture, water resources, drinking water and groundwater is assessed by the concerned Ministries and State Governments. At present, there is no indication of any nationwide impact on food grain production.
Monsoon rainfall over India is inherently characterized by spatial and temporal variability, which can result in localized deficits or excess rainfall across different regions. The India Meteorological Department (IMD) continuously monitors rainfall distribution and provides regular weather forecasts and warnings to assist administrative authorities in taking necessary operational measures.
