23 Days Since the Assurance — J&K Intern Doctors Await Final Government Order on Stipend Revision

It has now been 23 days since the Government of Jammu & Kashmir assured MBBS interns that their long-pending demand for revision and enhancement of the internship stipend would be addressed within one month. The assurance was given by Hon’ble Minister for Health & Medical Education, Ms. Sakina Itoo, following extensive discussions with representatives of the protesting interns.
The interns had demanded revision of the existing monthly stipend of ₹12,300 to ₹30,000, highlighting that the present stipend has remained unchanged for several years despite rising inflation, increasing responsibilities and the demanding nature of internship duties. The demand and the subsequent assurance have also received considerable public and media attention.
We have respected the assurance given by the Hon’ble Minister and, in the interest of patient care and the smooth functioning of our institutions, temporarily suspended our agitation with the expectation that the promised revision would be formally implemented within the stipulated period.
We will patiently wait until 8 October 2026, which marks the end of the one-month period communicated to us. We sincerely hope and expect that Hon’ble Minister Sakina Itoo Ji will positively fulfil the assurance given to the intern doctors and ensure that the final government order is issued before the deadline.
At the same time, we believe that transparency regarding the progress of the matter is equally important. Twenty-three days have already passed, and the intern community deserves to know:
- What progress has been made on the stipend revision proposal so far?
- What is the current status of the file?
- Which stages of the administrative process have been completed?
- What further steps, if any, remain before the final order can be issued?
- Is the process on track to meet the commitment made to the interns by 8 October?
We are not seeking confrontation or unnecessary speculation. We are simply seeking clarity on a matter that directly affects thousands of young doctors who have been waiting for a revision of their stipend for years.
We would also like to place on record our heartfelt gratitude to the entire media fraternity of Jammu & Kashmir for the unwavering support extended to the intern doctors during our protest. The extensive coverage given to our genuine concerns helped bring this long-pending issue into the public domain and ensured that the voices of interns were heard.
We once again request our media colleagues to kindly take up the matter with the concerned authorities and seek an update on the progress and present status of the stipend revision file. Your continued scrutiny and responsible follow-up can play an important role in ensuring that the assurance given to the intern doctors reaches its logical conclusion in the form of a formal government order.
We remain hopeful, patient and respectful of the administrative process. At the same time, our expectation remains clear:
₹30,000 stipend — formally notified and implemented.
We sincerely hope that the Government will honour its commitment within the stipulated timeframe and bring this long-pending issue to a positive conclusion.

I, Dr. Mohammad Akib Javid, Joint Secretary, AIMSA and Interns’ Representative, Jammu & Kashmir, would like to place on record the concerns of MBBS and BDS interns regarding the pending stipend revision.
On 8 September 2026, following our prolonged peaceful protest and hunger strike, the Government of Jammu & Kashmir gave us a written assurance that the stipend matter would be finalised within 30 days on the basis of the recommendations of the Stipend Enhancement Committee. In view of this assurance, we suspended our agitation and immediately resumed our hospital duties in the larger interest of patient care.
Today, 15 days have passed.
We are now at Day 15 — 15 days gone, 15 days remaining.
We have respected the assurance given to us. We have returned to our duties, continued attending patients and fulfilled our responsibilities as medical interns.
However, we are still awaiting the final notification and implementation of the promised stipend revision.
Our demand has always been clear: revision of the existing stipend of around ₹12,300 per month to ₹30,000 per month, keeping in view the workload, responsibilities and nature of duties performed by interns.
I want to make one thing absolutely clear:
Our silence after 8 September should not be mistaken for forgetfulness.
We have not forgotten our demand.
We are watching.
We are waiting.
And we are counting every single day.
We gave the Government the time it requested because we chose to trust the written commitment. We do not want another confrontation. We do not want hospital services to be disrupted. We want the matter to be resolved through the administrative process and within the timeline committed to us.
Therefore, I respectfully appeal to the Hon’ble Chief Minister Omar Abdullah Sahib and the Hon’ble Minister for Health & Medical Education, Ms. Sakina Masood Itoo, to kindly ensure that this matter is taken up on priority and the commitment made to the interns is honoured within the stipulated 30 days.
Fifteen days have passed. Fifteen days remain.
We sincerely hope that the Government will use this remaining period to bring the matter to its logical conclusion and issue the necessary notification.
But let there be no misunderstanding: our demand remains firmly on the table.
If the commitment is not fulfilled within the assured timeline, the interns will collectively decide their next course of peaceful and democratic action.
We remain hopeful.
We remain united.
And we remain committed to our legitimate demand.

I do believe had medical interns carried on their peaceful protests across J&K they’d have achieved the legitimate goal of a stipend hike. Unfortunately Finance Department’s vague order calling for another ‘review’ to enhance medical stipend indicates there won’t be a hike anytime soon.
@dr_tasadduk We are ready to restart our protest if @OmarAbdullah and @sakinaitoo fail to fulfill our demands within the timeline they have committed to.
Three years of this bureaucratic back-and-forth is more than enough. We are not asking to participate in another round of this lottery; we are asking for implementation. The latest deadline has 21 days remaining, and we hope the government finally

PRESS STATEMENT
Following meetings with the Hon’ble Health & Medical Education Minister on 4th and 8th September, and in view of the written record of the meeting issued by the Health & Medical Education Department, the representatives of medical interns across Jammu & Kashmir have unanimously decided to hold/suspend the ongoing strike and resume duties from tomorrow, 9th September 2026.
As per the written assurance:
The Government has acknowledged the legitimate concerns of medical interns regarding stipend enhancement.
The matter is already under consideration, and a Stipend Enhancement Committee has been constituted to examine the issue comprehensively.
The Government has decided that the matter shall be finalised within 30 days, based on the recommendations of the Stipend Enhancement Committee constituted under Government Order No. 538-JK(HME) of 2023 dated 27.06.2023.
The order specifically records that the matter should be brought to a logical conclusion expeditiously and without avoidable delay.
In view of these assurances, medical interns have agreed to call off the strike and resume their duties, keeping patient care and academic/professional responsibilities in consideration.
Accordingly, the strike will remain on hold for the next 30 days, and all interns across J&K will resume their duties from 9th September. The representatives will continue to follow the matter closely until the final government decision and implementation of the promised stipend enhancement.
We thank every intern who stood united throughout this struggle. This is not the end of our fight—it is a 30-day window given to the Government to deliver on its written assurance.
