New York should first amend the State Constitution to create a ballot initiative process led by the public, not by legislative leaders.
With that, it would be possible to create a truly independent Redistricting Commission that can give us truly representative districts.
The failure of the IRC to agree on maps was disappointing, but not surprising.
This is why New York needs a TRULY independent redistricting commission.
