Demand for a High-Level #Audit of the Use of Billions of Rupees in #PIMS Funds
Pakistan Institute of Medical Sciences (PIMS), Islamabad, is one of the country’s major public teaching and healthcare institutions, where thousands of patients seek treatment every day. According to available information, #PIMS received approximately Rs. 22 billion in funding from the federal government over the past three years, in addition to revenue and funds received from other sources.
Against this backdrop, it is a matter of serious public interest that, despite such substantial funding, there are persistent complaints regarding the availability of medical facilities, medicines, equipment, machinery, and other essential services at the hospital. Therefore, a high-level, transparent and independent #forensic audit of the use of these funds should be conducted.
In particular, the following matters should be thoroughly investigated:
Complete details of all grants and funds provided to PIMS by the federal government during the past three years.
Details of the approved budget, funds released, and actual expenditure for each financial year.
Complete records of procurement of medicines, medical equipment, machinery, repairs, construction, and other items.
Audit of all major tenders, contracts, suppliers, and payments.
Examination of expenditure incurred on the purchase, repair, and maintenance of faulty or non-functional medical equipment.
Investigation into the reported shortage of medicines and the system for procurement and distribution of medicines.
A complete account of PIMS’s own revenue and funds received from other sources.
If evidence of financial irregularities, negligence, misuse of authority, or loss to the public exchequer is found at any stage, action should be taken against those responsible in accordance with the law.
Since the #Executive Director is the key administrative head of the hospital, the role of #Dr. Rana Imran Sikandar, along with all current or former officers and officials responsible for financial or administrative decisions during the relevant period, should also be examined as part of an impartial investigation.
This money does not belong to any individual or institution; it is the taxpayers’ money. Therefore, the public has the right to know where billions of rupees were spent, under which heads, what outcomes were achieved from this expenditure, and who should be held responsible if any irregularities are found.
The Government, Ministry of Health, Auditor General of Pakistan, and relevant investigative authorities are urged to conduct an independent, comprehensive and forensic audit of PIMS’s financial and administrative affairs for the past three years and make the findings public.
The public deserves an account of how its tax money has been spent.

پاکستان انسٹی ٹیوٹ آف میڈیکل سائنسز (PIMS) اسلام آباد ملک کے ایک اہم ترین سرکاری تدریسی و علاج گاہ ہے، جہاں روزانہ ہزاروں مریض علاج کے لیے آتے ہیں۔ دستیاب اطلاعات کے مطابق گزشتہ تقریباً تین برسوں کے دوران PIMS کو وفاقی حکومت سے تقریباً 22 ارب روپے کی فنڈنگ فراہم کی گئی، جبکہ اس کے علاوہ دیگر ذرائع سے حاصل ہونے والی آمدن اور فنڈز بھی موجودد ہے
اس پس منظر میں یہ ایک نہایت اہم عوامی مفاد کا معاملہ ہے کہ اتنی بڑی رقم خرچ ہونے کے باوجود اگر ہسپتال میں طبی سہولیات، ادویات، آلات، مشینری اور دیگر بنیادی خدمات کے حوالے سے مسلسل شکایات موجود ہیں تو ان فنڈز کے استعمال کا اعلیٰ ترین، شفاف اور آزادانہ فرانزک آڈٹ کرایا جائے۔
خصوصاً درج ذیل امور کی مکمل تحقیقات ہونی چاہئیں:
گزشتہ تین برسوں میں PIMS کو وفاقی حکومت سے ملنے والی تمام گرانٹس اور فنڈز کی مکمل تفصیل۔
ہر مالی سال میں منظور شدہ بجٹ، جاری شدہ رقم اور اصل اخراجات کی تفصیلات۔
ادویات، طبی آلات، مشینری، مرمت، تعمیرات اور دیگر اشیاء کی خریداری کا مکمل ریکارڈ۔
تمام بڑے ٹینڈرز، کنٹریکٹس، سپلائرز اور ادائیگیوں کا آڈٹ۔
خراب یا غیر فعال طبی آلات کی خریداری، مرمت اور maintenance پر ہونے والے اخراجات کی جانچ۔
ہسپتال میں ادویات کی مبینہ قلت اور ادویات کی خریداری کے نظام کی تحقیقات۔
PIMS کی اپنی آمدن اور دیگر ذرائع سے حاصل ہونے والے فنڈز کا بھی مکمل حساب۔
اگر کسی مرحلے پر مالی بے ضابطگی، غفلت، اختیارات کے ناجائز استعمال یا سرکاری خزانے کو نقصان پہنچانے کے شواہد سامنے آئیں تو ذمہ دار افسران کے خلاف قانون کے مطابق کارروائی کی جائے۔
چونکہ Executive Director ہسپتال کی انتظامی سربراہی کا اہم عہدہ ہے، اس لیے ڈاکٹر رانا عمران سکندر سمیت ان تمام موجودہ یا سابقہ افسران اور ذمہ داران کا کردار بھی غیر جانب دارانہ تحقیقات میں جانچا جائے جو متعلقہ عرصے کے دوران مالی یا انتظامی فیصلوں کے ذم
یہ رقم کسی فرد یا ادارے کی ذاتی رقم نہیں بلکہ پاکستان کے عوام کے ٹیکس کا پیسہ ہے۔ لہٰذا عوام کو یہ جاننے کا حق حاصل ہے کہ اربوں روپے کہاں اور کس مد میں خرچ ہوئے، ان اخراجات سے کیا نتائج حاصل ہوئے اور اگر کوئی بے ضابطگی ہوئی تو اس کا ذمہ دار کون ہے۔
حکومت، وزارتِ صحت، آڈیٹر جنرل آف پاکستان اور متعلقہ تحقیقاتی اداروں سے مطالبہ ہے کہ PIMS کے گزشتہ تین برس کے مالی و انتظامی معاملات کا آزادانہ، جامع اور فرانزک آڈٹ کرایا جائے اور اس کی رپورٹ عوام کے سامنے لائی جائے۔

تعجب ہے کہ اتنے سنگین سانحے کے باوجود اب تک PIMS کے Executive Director کو عہدے سے نہیں ہٹایا گیا۔ کسی بھی ادارے میں سربراہ انتظامی ذمہ داری کا سب سے بڑا جواب دہ ہوتا ہے۔ جب تک وہ عہدے پر موجود ہیں، شفاف اور غیرجانبدار انکوائری پر سوالات اٹھتے رہیں گے۔
معلوم ہوا ہے کہ ان اہم عہدوں پر اہلیت کے بجائے سفارشی لوگوں کو تعینات کیا گیا، اور آج اسی ناقص نظام کا یہ افسوسناک نتیجہ ہمارے سامنے ہے۔ ذمہ داری طے ہونی چاہیے، عہدے نہیں بچنے چاہئیں !

It is astonishing that despite such a tragic incident, the #Executive Director of PIMS has still not been removed from office. In any institution, the head bears the ultimate administrative responsibility. As long as he remains in his position, questions will continue to be raised about the #transparency and impartiality of the inquiry.
It is also being reported that people were appointed to these key positions based on #connections and #recommendations rather than #merit and competence and this tragedy is the devastating consequence of such a system.

This (PIMS) is an absolutely horrific and unforgivable tragedy. More than a dozen innocent newborn babies were burned to death because of what appears to be gross negligence, criminal carelessness, and a complete failure of responsibility. This is not merely a mistake—it is a devastating failure that has cost innocent lives.
Those responsible must be held criminally accountable and face the harshest punishment under the law. The minister and every official responsible for this catastrophic failure should immediately resign, and FIRs must be registered against all those found responsible, regardless of their position or influence.
There must be a transparent and independent investigation, and no one should be allowed to escape accountability through political influence or negligence. These innocent children deserved protection, not death.

پمس PIMS کا یہ ایک نہایت ہولناک، دل دہلا دینے والا اور ناقابلِ معافی سانحہ ہے۔ ایک درجن سے زائد معصوم نومولود بچے انتظامیہ کی مبینہ مجرمانہ غفلت، سنگین لاپرواہی اور ناقص انتظامات کے باعث جل کر جاں بحق ہو گئے۔ یہ محض ایک غلطی نہیں، بلکہ انسانی جانوں کے تحفظ کی ذمہ داری میں ایک انتہائی سنگین ناکامی ہے۔
اس سانحے کے ذمہ داروں کو قانون کے مطابق سخت ترین سزا ملنی چاہیے۔ وزیر سمیت ہر وہ شخص جو اس غفلت اور ناکامی کا ذمہ دار ہے، اسے فوری طور پر استعفیٰ دینا چاہیے، جبکہ ذمہ دار افسران اور اہلکاروں کے خلاف FIR درج کرکے باقاعدہ فوجداری کارروائی کی جانی چاہیے۔
ایک شفاف اور غیر جانب دارانہ تحقیقات ہونی چاہیے اور کسی بھی بااثر شخصیت یا عہدے دار کو سیاسی دباؤ یا اثر و رسوخ کے ذریعے احتساب سے بچنے کی اجازت نہیں ہونی چاہیے۔ یہ معصوم بچے حفاظت کے حق دار تھے، موت کے نہیں۔
مگر افسوس، ہم پاکستان میں رہتے ہیں، جہاں اکثر ایسے سانحات کے بعد صرف بیانات، افسوس اور تعزیت رہ جاتی ہے، جبکہ اصل ذمہ داروں کا احتساب کہیں نظر نہیں آتا۔@CMShehbaz @PresOfPakistan @OfficialDGISPR
