About 3 weeks ago on Oct 8, VP JD Vance held a press conference on H-1B fraud. He said the program is rife with fraud, used to replace Americans with cheaper foreign labor (H-1Bs earn ~$20k less; outsourcing ones ~$48k less), citing Microsoft laying off 6k Americans while getting 6.3k H-1Bs. He called the workers "indentured servants" tied to employers. The admin suspended Microsoft, Adobe and major Indian firms from PERM (green-card path). Vance and officials stated companies will not be allowed to prefer foreign/H-1B workers over Americans—DOJ is investigating such discrimination, and jobs must go to Americans first.
