@VedicKarthik @ramgopal_rao @kvijayraghavan Yes, you are right on GeM. But is there a definition for non-GeM? Will this amendment allow to procure from Non-GeM marketplaces like Amazon? Or does 3.i. In the amendment mean allowing procurement through other means like purchase committee and tender?

I find many good changes since @ANRFIndia has come into force. Reform in CRG (now ARG) is one such. The recent amendments by Finance Ministry on procurements is another big step in supporting research. Expect more such reforms.

In addition, the procurement procedures at the institutional level only favors auditing and not the research activity. GeM portal compliance in purchasing fine chemicals is an harassment at the least.
