@VedicKarthik@ramgopal_rao@kvijayraghavan Yes, you are right on GeM. But is there a definition for non-GeM? Will this amendment allow to procure from Non-GeM marketplaces like Amazon? Or does 3.i. In the amendment mean allowing procurement through other means like purchase committee and tender?
I find many good changes since @ANRFIndia has come into force. Reform in CRG (now ARG) is one such. The recent amendments by Finance Ministry on procurements is another big step in supporting research. Expect more such reforms.
@BCILifeSciences how did you conclude that with Hindi version as a default choice for cookies setting would benefit Scientists in India to navigate your website? This is in spite of choosing English as the default webpage language.
In addition, the procurement procedures at the institutional level only favors auditing and not the research activity. GeM portal compliance in purchasing fine chemicals is an harassment at the least.
Doing research is the first step in building indegenous technology, self-reliance and making social impact. In india, doing research is not straightforward due to many reasons. I collated some input of mine and others' below. Feel free to add yours.
