No single person or entity should be able to donate more than something in the range of $50,000 to any federal agency. Less at the state level. If a subject is truly important to the public, then the legislature will fund it, or there will be a lot of private donations.

Right. And a store owner who claims he was robbed at gunpoint shouldn't have to prove that the accused was present in the business when the robbery occurred.

When the IRS says that an American must file "if", and then launches into a discussion about "your income", the income of which the government is actually speaking is the income you received, that belongs to a foreign person, while acting in your capacity as the foreign person's U.S. agent.
It is NOT talking about the money you bring in, which belongs to you.
