To be clear- VP Kamala Harris had ZERO to do with California prison policy. The California Department of Corrections and Rehabilitation is overseen by the Secretary of the CDCR, who is appointed by and is a member of the governor’s cabinet. So NO, KAMALA was not under federal order, the CDCR was. NO, Kamala did not set policy nor dictate the release of California inmates. The legal counsel (aka defense attorney) of state agencies is the Attorney General. The extent of her office's involvement was to act (as mandated) as legal counsel in court representing the interests of the client. So whatever fake news you choose to believe about policies involving inmates, take it up with the 3 secretaries during 2011-2016 appointed by Gov Jerry Brown- Matt Cate, Jeffrey Beard, and Scott Kernan.
