According to internal documents uncovered by an investigative journalist following a news report in May 2024 by The New Humanitarian and the Bangkok Post, the United Nations High Commissioner for Refugees (UNHCR) office in Thailand allegedly declined a formal request from Thai authorities to provide assistance to Uyghur refugees as early as 2020. The UNHCR Bangkok office reportedly took no subsequent action regarding this matter.
The documents reportedly indicated that providing assistance to the Uyghurs could potentially compromise UNHCR's operations in China, with possible consequences including reduced donations, staff reductions affecting ten employees, and the termination of projects valued at $7.7 million.
The Deputy Director of Human Rights Watch's Asia division, upon reviewing these documents, expressed concern that the Thai government had attempted to address the situation through appropriate channels with UNHCR, only to have their request rejected by the organization itself. It appeared that Thailand was seeking to utilize UNHCR as a buffer against potential diplomatic repercussions from China.
When contacted for comment, the UNHCR Thailand office provided only a standardized response and declined to offer additional statements regarding the matter.
