UNDER DA, R295 MILLION GONE, HAMMANSKRAAL STILL NOT FULLY CLEAN

Under DA administration, businessman Edwin Sodi got R295 million. But Hammanskraal water is still not fully clean.

A whistleblower told the Hammanskraal community water inquiry that City of Tshwane awarded Sodi R295 million. Municipal official Mr X had to hide his face to tell the truth. He testified in camera because he fears.

R295 million was paid out. Fast.

But what did it buy? Today Hammanskraal does have water, but not fully. Not clean enough. Not safe enough. Not for everyone.

Some areas get water. Some still get brown water. Some still depend on tankers. Rooiwal is still not 100%. People still boil water before drinking. After R295 million and 8 years.

And the process for the people of Hammanskraal is still underway. Inquiries still sitting. Reports still pending.

Why is the process still underway when the money was already out?

Because under DA, tender kings are paid first. People get clean water last.

One man gets R295 million upfront. A whole community waits 8 years for half-clean water. 15 people died of cholera in between, from tap water in a DA city.

Must South Africans suffer first to see they chose wrong? Must we bury people first to know this system does not work?

R295 million gone. Water still not fully clean. No accountability for beneficiaries like Sodi.

That is DA's clean governance. Rich for Sodi, half-clean for Hammanskraal.

I reported this procurement to DoT management in May 2025. Nothing happened for a year. On 19 May 2026 I disclosed to the Auditor-General, Treasury, SCOPA, Parliament and the Hawks. Only then did anything move.

AGSA found 7 quotations for live streaming, each structured just under the R1m threshold, totalling R6.8m, with R13.3m paid to the same suppliers over 2 years. Its conclusion: “the finding remains.” Irregular expenditure confirmed.

DoT’s own investigator found a senior official fabricated a letter trying to get me fired, and recommended my reporting line be changed. That finding is 17 months old. Nothing has been implemented. He remains my supervisor.

Sept 2026, in writing: the Acting DG warned of “consequences” after I requested records under PAIA. I’ve since been told the key forensic note “cannot be located.”

Today DoT issued a media statement calling my victimisation claims “devoid of the truth.” That contradicts its own investigator’s report, its own grievance outcome letter and its own clinical assessment. I have answered it, document by document.

I thank the Hawks official and the Auditors from AGSA, because of them, I have not lost faith in the public service.

No forum has yet heard my case on the merits. I make no allegation of criminality.

This is not a new report to the Presidency, I had made the same report on 19 May 2025, following that report, the AGSA investigated and made mentioned findings.
