It is easily possible to count less cases than there are. Just don't do tests. Don't estimate a correct dark figure. Don't maintain a working data collection.

But there are no better numbers in Germany, and @rv_enigma does a tremendous job trying to get the best out of them.
@Cyclad01 I personally don't trust those numbers strongly, since they are derived from politically influenced methods of data generating. Among other things, this results in just about 70 waste water treatment plants, which are locally distributed with a strong bias in favour of Bayern.
