Managing a homogeneous 5M population isn't the same as a continent-sized nation of 335M with 50 states.

Europe has had massive open drug scenes (e.g., Zurich’s Platzspitz, Paris’s Périphérique camps). The difference is containment, aggressive policing, and broader legal power to mandate treatment.
